The UCSB San Benito Student Housing project represents Phase 1 of UCSB’s two-phase Student Housing Infill & Redevelopment Program, which aims to provide much-needed student housing and student amenities to meet the Long-Range Development Plan (LRDP) of introducing 3,500 new student beds to campus by 2029. The San Benito project is planned to add approximately 2,239 student beds with 4-bedroom, 2-bedroom, and studio apartments, plus a variety of community amenities. 

Webcor Builders has been selected as CM/General Contractor for the UCSB San Benito Student Housing Project, and does hereby provide notice to prequalified subtrades interested in bidding on the following Design-Build and Design Assist ("DA/DB") work package release(s):

GENERAL DESCRIPTION OF WORK

UCSB San Benito Student Housing project, located on the main UC Santa Barbara campus, is envisioned as a new LEED Platinum residential community, providing student apartments with a range of amenities. Located on roughly 6.6 acres of developable area and surrounded by a sizable Environmentally Sensitive Habitat Area (“ESHA”), the sloping topography will incorporate native plantings and preserve the protected landscape. The current program goals are to provide an estimated 2,220 student beds delivered in residential units along with, a market, amenity spaces, back of house and service areas, in approximately 700,000 gross square feet across multiple buildings. In addition to the site and utility connections, the UCSB San Benito Student Housing project will make improvements to adjacent roads, parking, and bike paths.

All trade contractors will be required to be prequalified by Webcor Builders and UC Santa Barbara specifically for this project. Only bidders who participated in the previous Prequalification Process and were deemed qualified by UC Santa Barbara and Webcor for this project will be invited to submit a DA/DB proposal. Should a non-prequalified bidder submit a bid/proposal it will be rejected.

The Estimated Overall Construction Budget for this project is $550,000,000.

BID PROCEDURES & GENERAL INFO

Webcor Builders will receive bids directly and ONLY from prequalified subcontractors. Prequalified subcontractors were issued a complete set of bidding documents and subsequently submitted their P/Q for review. Prequalified bidders must send all bids through Webcor's Building Connected site utilizing the provided Bid Form (Do not use other Webcor phone/fax/e-mail contacts as your bid will be rejected as nonresponsive).

Bid Security in the amount of 10% of the proposal amount shall accompany each bid. The surety issuing the bid shall be, on the bid deadline, an admitted surety insurer (as defined in the California Code of Civil Procedure Section 995.120).

Project will be insured under a University Controlled Insurance Program (“UCIP”) providing workers’ compensation and employer’s liability insurance coverage, commercial general liability insurance coverage, and excess liability insurance coverage for Work performed on or at the Project site (“UCIP Coverages”). All insurance policies required to be obtained by successful Proposer shall be subject to approval by the University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent rating by Standard and Poor's or Moody's. The Certificate of Insurance shall be issued on the University’s form.

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.

In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate.

The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
