INTRODUCTION

Subject to conditions prescribed by the University of California, Santa Barbara, responses to the University's prequalification documents for a Design-Build contract are sought from proposers for the Ortega Dining Commons Temporary Kitchen Facilities project.  The University's primary objective in utilizing the design build approach is to bring the best available integrated design and construction experience to this project. The University has determined that proposers who submit proposals on this project must be prequalified. Prequalified proposers will be required to satisfy the requirements set forth in the Level 1 Prequalification Documents, including the possession of the following valid and current California contractor's license(s)

License Requirement(s): B- (General Building Contractor)

BACKGROUND

The successful design-build contractor will be contracted to design and construct the updates based on the design criteria described within the Request for Proposals (“RFP”) that will be issued by the University to prequalified design-build contractors. Planned construction start for each of the project is Summer 2025.  Temporary kitchen facilities needed for Ortega Dining Takeout Program and Campus Catering during construction of the East Campus Housing project. Ortega is being demolished and all services need to be relocated to a temporary kitchen site(s) to service our students and the campus community. Rented/leased Modular Kitchens will need to be installed for the duration of the relocation period. The move of operations from the existing building to the temporary facilities will be phased to ensure continuity of services for both Dining Programs are preserved at all times.

Current dining programs include Campus Catering and Take-Out services.  Campus Catering provides quality food featuring seasonal, fresh, and local ingredients while upholding our standards of an excellent customer experience. The University provides uniquely customizable catering options for a wide variety of events, budgets, and occasions. Our team, both students and career employees, are the heart of the operation. In addition to producing menus and providing outstanding service; the University also coordinates obtaining specialty linens, floral arrangements, and any necessary event equipment. The program generates $4 million in revenue with upcoming growth anticipated. The schedule averages 40-75 events per week now, busy weeks can reach 80.

Ortega Take-Out (Student Meal Plan): The Ortega Take-Out (Student Meal Plan) programs provides online mobile ordering that makes access to nutritious and neatly packaged meals.  Ortega is open for continuous grab and go meal service with a restaurant style menu from 10 a.m. to 8 p.m., Monday to Friday. Daily lunch and dinner specials are offered in addition to the University’s classic menu standards that range from favorite comfort foods to modern global cuisine, including a variety of plant-based options. Anticipated daily meals total 3,000 - evenly distributed at approximately 300 meals per hour open.

GENERAL PROJECT INFORMATION

All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. The successful proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding/Proposal Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code.  No contractor or subcontractor, regardless of tier, may be listed on a proposal for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
